Kurulu\u015f: Bir \u0130htiya\u00e7tan Do\u011fan Kurum<\/strong><\/h4>\n\n\n\n<p>Toplu Konut \u0130daresi Ba\u015fkanl\u0131\u011f\u0131 (TOK\u0130), <strong>1984 y\u0131l\u0131nda<\/strong> (Turgut \u00d6zal d\u00f6nemi) 2985 say\u0131l\u0131 &#8220;Toplu Konut Kanunu&#8221; ile kurulmu\u015ftur. Ba\u015flang\u0131\u00e7ta amac\u0131, o d\u00f6nemde T\u00fcrkiye&#8217;nin en b\u00fcy\u00fck sorunlar\u0131ndan biri olan konut a\u00e7\u0131\u011f\u0131n\u0131 gidermek, konut piyasas\u0131n\u0131 d\u00fczenlemek ve bu alandaki projeleri finanse etmekti. 1984 tarihli \u201cToplu Konut Kanunu \/ Mass Housing Law (Law No. 2985)\u201d \u00e7er\u00e7evesinde kurulan kurum, devletin konut politikas\u0131n\u0131 uygulayan merkezi bir yap\u0131 olarak g\u00f6rev yapt\u0131; kurulu\u015fun gerek\u00e7esi <strong>Anayasa\u2019daki \u201csa\u011fl\u0131kl\u0131 ve dengeli \u00e7evrede ya\u015fama hakk\u0131\u201d<\/strong>na dayan\u0131yordu.<\/p>\n\n\n\n<p>Ancak TOK\u0130&#8217;nin bug\u00fcnk\u00fc &#8220;kitlesel konut \u00fcreticisi&#8221; kimli\u011fini kazanmas\u0131, <strong>2003 y\u0131l\u0131nda<\/strong> yap\u0131lan yasal d\u00fczenlemelerle ger\u00e7ekle\u015fmi\u015ftir. Bu yeniden yap\u0131lanma ile kurum, do\u011frudan Ba\u015fbakanl\u0131\u011fa (daha sonra Cumhurba\u015fkanl\u0131\u011f\u0131na) ba\u011flanm\u0131\u015f ve &#8220;Acil Eylem Plan\u0131&#8221; \u00e7er\u00e7evesinde sosyal konut \u00fcretimine h\u0131z vermi\u015ftir.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>\u0130lk \u00c7al\u0131\u015fmalar: 2003 Sonras\u0131 Yeni D\u00f6nem<\/strong><\/h4>\n\n\n\n<p>TOK\u0130&#8217;nin 1984-2002 aras\u0131ndaki ilk d\u00f6nemi, daha \u00e7ok konut kredilerini finanse eden ve piyasay\u0131 d\u00fczenleyen bir rol \u00fcstlenmi\u015fti. Bu nedenle, bug\u00fcnk\u00fc anlad\u0131\u011f\u0131m\u0131z anlamda kitlesel bir &#8220;ilk proje&#8221;den ziyade, \u00e7e\u015fitli finansman modelleri uygulanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Kurumun sosyal konut \u00fcreticisisi olarak as\u0131l faaliyeti 2003 y\u0131l\u0131ndaki yeniden yap\u0131lanma ile ba\u015flam\u0131\u015ft\u0131r. Bu yeni d\u00f6nemin ilk ad\u0131mlar\u0131, <strong>&#8220;Acil Eylem Plan\u0131&#8221; kapsam\u0131nda T\u00fcrkiye&#8217;nin bir\u00e7ok ilinde e\u015f zamanl\u0131 ba\u015flat\u0131lan projelerle<\/strong> at\u0131lm\u0131\u015ft\u0131r. Tek bir &#8220;ilk proje&#8221; ve &#8220;adet&#8221; belirtmek yerine, bu d\u00f6nemin ba\u015flang\u0131c\u0131n\u0131, 81 ilde d\u00fc\u015f\u00fck ve orta gelirli vatanda\u015flara y\u00f6nelik bir konut seferberli\u011fi olarak tan\u0131mlamak daha do\u011frudur.<\/p>\n\n\n\n<p><strong>1984\u20132002 d\u00f6neminde<\/strong> TOK\u0130\u2019nin kay\u0131tlara ge\u00e7en erken \u00fcretimi ve kredi destekleriyle ilgili veriler \u015f\u00f6yle: bu d\u00f6nemde kurum 43.145 konut \u00fcretti ve 940.000\u2019e yak\u0131n kredi deste\u011fi sa\u011flad\u0131 (resmi kurum anlat\u0131mlar\u0131na g\u00f6re). Bu d\u00f6nem TOK\u0130\u2019nin \u00f6rg\u00fctsel yap\u0131s\u0131ndaki ve finansman\u0131ndaki d\u00f6n\u00fc\u015f\u00fcmlerin ya\u015fand\u0131\u011f\u0131 d\u00f6nemdi.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"699\" src=\"https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler-1024x699.png\" alt=\"\" class=\"wp-image-126\" srcset=\"https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler-1024x699.png 1024w, https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler-300x205.png 300w, https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler-768x524.png 768w, https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler.png 1049w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>TOK\u0130\u2019nin <em><strong>b\u00fcy\u00fck \u00f6l\u00e7ekli ve kamuya g\u00f6r\u00fcn\u00fcr ilk uygulamalar\u0131<\/strong><\/em> i\u00e7inde, afet sonras\u0131 yeniden in\u015fa ve gecekondu d\u00f6n\u00fc\u015f\u00fcm\u00fc projeleri \u00f6ne \u00e7\u0131kt\u0131; \u00f6rne\u011fin <strong>Erzincan depremi sonras\u0131 yeniden yap\u0131lanma<\/strong> TOK\u0130 taraf\u0131ndan y\u00fcr\u00fct\u00fclen erken ve \u00f6d\u00fcll\u00fc uygulamalardan biri oldu (TOK\u0130\u2019nin uluslararas\u0131 \u00f6d\u00fcllerinden biri bu t\u00fcr \u00e7al\u0131\u015fmalar dolay\u0131s\u0131yla verilmi\u015ftir). Bu t\u00fcr afet\/yeniden yap\u0131lanma i\u015fleri TOK\u0130\u2019nin erken d\u00f6nem yetkinlik alanlar\u0131ndan say\u0131l\u0131r.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>3. TOK\u0130&#8217;nin Misyonu: Bar\u0131nma Hakk\u0131ndan Planl\u0131 \u015eehirle\u015fmeye<\/strong><\/h4>\n\n\n\n<p>TOK\u0130&#8217;nin resmi misyonu, k\u00e2\u011f\u0131t \u00fczerinde basit g\u00f6r\u00fcnse de \u00e7ok katmanl\u0131d\u0131r. Kurumun temel amac\u0131;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Dar ve orta gelirli<\/strong>, konut sahibi olma imkan\u0131 k\u0131s\u0131tl\u0131 olan vatanda\u015flara y\u00f6nelik <strong>nitelikli, g\u00fcvenli ve ekonomik olarak ula\u015f\u0131labilir<\/strong> konutlar \u00fcretmek.<\/li>\n\n\n\n<li>Gecekondu b\u00f6lgelerinin d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc sa\u011flayarak (kentsel d\u00f6n\u00fc\u015f\u00fcm) \u015fehirlerin <strong>planl\u0131 bir \u015fekilde geli\u015fmesine<\/strong> katk\u0131da bulunmak.<\/li>\n\n\n\n<li>Afet riski ta\u015f\u0131yan b\u00f6lgelerde <strong>g\u00fcvenli ya\u015fam alanlar\u0131<\/strong> olu\u015fturmak ve afet sonras\u0131 kal\u0131c\u0131 konut ihtiyac\u0131n\u0131 h\u0131zla kar\u015f\u0131lamak.<\/li>\n\n\n\n<li>Yatay mimariyi, mahalle k\u00fclt\u00fcr\u00fcn\u00fc ve y\u00f6resel mimari \u00f6zellikleri koruyan projelerle \u015fehirlerin kimliklerini g\u00fc\u00e7lendirmek.<\/li>\n<\/ul>\n\n\n\n<p>TOK\u0130\u2019nin g\u00f6rev tan\u0131m\u0131 ve misyonu \u00f6zetle \u015f\u00f6yle ifade edilebilir:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Sosyal konut \u00fcretimi<\/strong>: D\u00fc\u015f\u00fck ve orta gelir gruplar\u0131na y\u00f6nelik uygun fiyatl\u0131 ve sa\u011fl\u0131kl\u0131 konut sa\u011flamak.<\/li>\n\n\n\n<li><strong>Kentsel d\u00f6n\u00fc\u015f\u00fcm \/ gecekondu \u0131slah\u0131<\/strong>: Plans\u0131z, sa\u011fl\u0131ks\u0131z yerle\u015fimlerin d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi, altyap\u0131 ve sosyal donat\u0131lar\u0131n sa\u011flanmas\u0131.<\/li>\n\n\n\n<li><strong>Afet konutlar\u0131 ve yeniden in\u015fa<\/strong>: Deprem\/afet sonras\u0131nda h\u0131zl\u0131 konut \u00e7\u00f6z\u00fcmleri \u00fcretmek.<\/li>\n\n\n\n<li><strong>Kamu kurumlar\u0131na konut ve sosyal altyap\u0131 \u00fcretme<\/strong>: Okul, cami, sa\u011fl\u0131k tesisi gibi sosyal donat\u0131larla birlikte projeler \u00fcretmek.<\/li>\n<\/ul>\n\n\n\n<p>TOK\u0130 kurumsal dok\u00fcmanlar\u0131nda bu ama\u00e7lar a\u00e7\u0131k\u00e7a belirtilir; kurum ayn\u0131 zamanda arazi edinme, projelendirme, ihale ve finansman ara\u00e7lar\u0131n\u0131 kullanarak (sat\u0131\u015f, kira, geri \u00f6demeler vb.) kendine kaynak yarat\u0131r.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"690\" src=\"https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler2-1024x690.png\" alt=\"\" class=\"wp-image-127\" srcset=\"https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler2-1024x690.png 1024w, https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler2-300x202.png 300w, https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler2-768x518.png 768w, https:\/\/veribanka.com\/wp-content\/uploads\/2025\/11\/tokievler2.png 1043w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>4. Bug\u00fcne Kadar Tamamlanan Projeler: Milyonluk Hedefler<\/strong><\/h4>\n\n\n\n<p>TOK\u0130&#8217;nin 2003&#8217;te ba\u015flayan kitlesel \u00fcretim hamlesi, T\u00fcrkiye&#8217;nin d\u00f6rt bir yan\u0131nda somut sonu\u00e7lar do\u011furmu\u015ftur.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00c7evre, \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131 ve TOK\u0130 yetkililerinin a\u00e7\u0131klamalar\u0131na g\u00f6re, kurumun son <strong>22 y\u0131lda (2003-2024\/2025) \u00fcretti\u011fi sosyal konut say\u0131s\u0131 1 milyon 365 bini a\u015fm\u0131\u015ft\u0131r.<\/strong><\/li>\n\n\n\n<li>(Mart 2024 tarihli bir a\u00e7\u0131klamada bu rakam &#8220;1 milyon 340 bin&#8221; olarak ifade edilmi\u015ftir. Rakamlar s\u00fcrekli g\u00fcncellenmektedir.)<\/li>\n\n\n\n<li>Bu projeler sadece konutlardan ibaret de\u011fildir. TOK\u0130, bu konutlarla birlikte binlerce sosyal donat\u0131 (okul, hastane, cami, ticaret merkezi, park) in\u015faat\u0131n\u0131 da tamamlayarak b\u00fct\u00fcnc\u00fcl ya\u015fam alanlar\u0131 olu\u015fturmay\u0131 hedeflemi\u015ftir.<\/li>\n<\/ul>\n\n\n\n<p><strong>Sosyal altyap\u0131 ve kamusal tesisler:<\/strong> TOK\u0130 sadece konut de\u011fil; okul, sa\u011fl\u0131k tesisi, spor salonu, cami, ticaret merkezi gibi <strong>binlerce sosyal altyap\u0131<\/strong> projesi ger\u00e7ekle\u015ftirmi\u015ftir. Bu hedef, iki ana kampanyada somutla\u015fm\u0131\u015ft\u0131r:<\/p>\n\n\n\n<p><strong>a) &#8220;\u0130lk Evim, \u0130lk \u0130\u015f Yerim&#8221; (2022):<\/strong> Bu proje, Cumhuriyet tarihinin en b\u00fcy\u00fck sosyal konut hamlesi olarak <strong>Eyl\u00fcl 2022&#8217;de<\/strong> duyurulmu\u015ftur. Hedef, 2023-2028 aras\u0131n\u0131 kapsayan 5 y\u0131ll\u0131k s\u00fcre\u00e7te <strong>toplam 500.000 sosyal konut<\/strong> in\u015fa etmekti.<\/p>\n\n\n\n<p>Bu 5 y\u0131ll\u0131k hedefin <strong>ilk etab\u0131<\/strong> \u015fu verileri i\u00e7eriyordu:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>250.000 Sosyal Konut<\/strong><\/li>\n\n\n\n<li><strong>1.000.000 Konut Ama\u00e7l\u0131 Arsa<\/strong><\/li>\n\n\n\n<li><strong>10.000 \u0130\u015f Yeri<\/strong> (Daha sonra bu hedef 50.000&#8217;e \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r)<\/li>\n<\/ul>\n\n\n\n<p><strong>b) &#8220;Ev Sahibi T\u00fcrkiye&#8221; 500 Bin Konut (2025):<\/strong> Kas\u0131m 2025 itibar\u0131yla (\u015fu an i\u00e7inde bulundu\u011fumuz tarih), &#8220;Ev Sahibi T\u00fcrkiye&#8221; slogan\u0131yla <strong>yeni bir 500.000 sosyal konut kampanyas\u0131<\/strong> daha duyurulmu\u015ftur. Bu proje, &#8220;\u0130lk Evim&#8221; projesinden ayr\u0131, yeni bir hamledir.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Hedef:<\/strong> 81 ilde 500.000 sosyal konut.<\/li>\n\n\n\n<li><strong>\u00d6deme:<\/strong> %10 pe\u015finat ve 240 ay (20 y\u0131l) vade.<\/li>\n\n\n\n<li><strong>Konut Tipleri:<\/strong> Projede 55m\u00b2 (1+1), 65m\u00b2 (2+1) ve 80m\u00b2 (2+1) gibi farkl\u0131 b\u00fcy\u00fckl\u00fcklerde konutlar yer almaktad\u0131r.<\/li>\n\n\n\n<li><strong>Ba\u015fvurular:<\/strong> 10 Kas\u0131m 2025 &#8211; 19 Aral\u0131k 2025 tarihleri aras\u0131nda al\u0131nmaktad\u0131r.
